l have some savings bonds for the mid 90s that are only gaining an interest rate of 2.5-2.75%, would l be better off keeping those or cashing them in and investing in CDs giving about 4-5%

Definitly, you can get a 5,5% CD today.
l recommand, when the CD is due, shop around yourself for another good CD, do not leave it to the bank.
